The ban applies to the sale of tobacco or cigarettes, and any form of public smoking. The only
7)permissible place to smoke is in your own private home. If you're caught smoking anywhere else, you can be
8)fined $225, which is a huge amount in Bhutan. Anyone who
9)manages to keep up the habit under such
10)circumstances will be forced to personally import their own supply, and even this will be taxed at a rate of 100% of the
11)purchase price.

While some anti-smoking 12)advocates might consider such a policy to be
13)progressive, in Bhutan it is simply another rule aimed at
14)preserving the local culture and limiting the influence of Western culture. “It is for the
15)well-being of the people, to protect the environment and preserve our culture,* said Lily Wangchuk, a
16)spokeswoman at Bhutan's 17)embassy in New Delhi. Until 1999, television was also
18)illegal, and it wasn't until 1974 that Westerners could even enter the country.
