The Norwegian parliament voted Tuesday to authorize opening parts of the Norwegian Sea to seabed mining exploration, a move that reflects rising international demand for the metals needed to build batteries for electric vehicles worldwide.

®¿«Â°ê·|©P¤G§ë²¼¨M©w¡A±ÂÅv¶}©ñ®¿«Â®üªº³¡¤À¤ô°ì¶i¦æ®ü©³±ÄÄq°É±´¡A¦¹Á|¤Ï¬M¥X¥þ¥@¬É¹ï©ó»s³y¹q°Ê¨®¥Î¹q¦À©Ò»Ýªºª÷ÄÝ¡A»Ý¨D¤£Â_¼Wªø¡C

The decision clears the way for prospectors to look for seabed deposits between Norway and Greenland, mostly north of the Arctic Circle, in areas under Norway¡¦s national jurisdiction.

Proposals for mining exploration in both international waters and coastal areas like those off Norway have encountered stiff opposition from environmentalists who say that not enough is known about the life at the bottom of sea to authorize mining.

Initially, the work in Norway will involve collecting information about the amount of metals in the seabed and what harm large-scale mining might cause to aquatic life.

The parliament would have to consider the plan again before industrial-scale seabed mining would be allowed to start.

Norway joins a growing list of nations ¡X including Japan, New Zealand, Namibia and the Cook Islands in the South Pacific ¡X that in recent years have either considered or taken steps toward seabed mining.

Separately, a United Nations-affiliated agency known as the International Seabed Authority is drafting regulations that could eventually allow seabed mining in international waters in parts of the Pacific, Indian and Atlantic oceans.

The authority has spent a decade trying to finalize rules for international waters. While that debate continues, nations can decide on their own whether to authorize mining in the coastal areas they control.

Some academics, scientists and environmental groups in Norway have challenged the plan.

Environmentalists also say that battery chemistry is rapidly changing, and carmakers soon might not need some of the metals Norway is targeting.

The Biden administration is overhauling the country¡¦s disaster assistance programs, expanding aid for survivors of hurricanes, wildfires and other catastrophes and making it easier to access.

«ôµn¬F©²¥¿¦b¹ý©³§ï²¬ü°ê¨a®`´©§Upµe¡A±N´©§U©Ý®i¦ÜÁü·¡B³¥¤õ©M¨ä¥L¨aÃøªºÆ¦sªÌ¡A¨ÃÅý´©§U§ó®e©ö¨ú±o¡C

The shift, announced Friday by the Federal Emergency Management Agency, comes amid a growing number of climate-related disasters. It follows years of criticism surrounding the agency¡¦s aid programs, which experts have said are insufficient, too hard to access and disproportionately benefit wealthier and white Americans.

¡§Survivors deserve better,¡¨ said Deanne Criswell, the FEMA administrator. ¡§We¡¦re connecting people with the help that they need on their worst day.¡¨

The changes include wider access to an immediate $750 payment after evacuating a home and for other urgent needs, more housing assistance for people who can¡¦t return home right away, easier access to money to repair and improve homes, and reduced paperwork.

³o¨ÇÂàÅÜ¥]¬AºMÂ÷©Ð«Î«á©M¨ä¥Lºò«æ»Ý¨D®É§ó®e©ö¥ß§Y¨ú±o750¬ü¤¸µ¹¥I¡A´£¨ÑµLªk¥ß¨èªð®aªº¥Á²³§ó¦h¦í©Ð¨ó§U¡A§ó®e©ö¨ú±o¥Î¨Ó×µ©M§ïµ½©Ð«Îªº´Ú¶µ¡A¤Î´î¤Ö¤å®Ñ¤u§@¡C

Those changes would especially help renters and people with low incomes, according to Frank Matranga, who runs the agency¡¦s aid programs for disaster survivors. And because people in those groups are more likely to be people of color, the changes should reduce the racial inequity in federal disaster aid, he said.

About 1 million Americans each year receive some sort of direct aid from FEMA, according to the agency.

In addition to the $750 payment per household, FEMA said it would create a new program, called Displacement Assistance, to help people who need to stay in hotels, or with friends or family. Weather-related disasters pushed more than 3.3 million American adults out of their homes in 2022, census data shows. Of those, at least 1.2 million were displaced for a month or longer.

FEMA is also ending one of its most criticized rules, which requires disaster survivors seeking assistance to first apply for, and be rejected for, a loan from the Small Business Administration, regardless of whether they own a small business.

Han Nguyen, a spokesperson for the Small Business Administration, said in a statement that the agency ¡§applauds FEMA¡¦s decision.¡¨

FEMA said it would also make it easier for people whose homes had been damaged to get money to rebuild. And if a home requires upgrades for people with disabilities ¡X for example, adding a ramp to the front door ¡X FEMA would pay for those changes.
